New Driving Test Booking Rules Are Here

Today, 12th May 2026, marks a major change for learner drivers across England, Scotland and Wales, as new DVSA rules officially come into force for booking and managing practical driving tests.

The changes are designed to tackle long waiting times, reduce test reselling and stop automated booking bots from snapping up appointments before genuine learners can access them. For many learners, these updates will completely change how driving tests are booked and managed going forward.

What Has Changed?

From today, learner drivers must now take full control of their own driving test bookings.

Under the new DVSA rules:

  • Only the learner driver can book a driving test
  • Only the learner driver can change, swap or cancel a test
  • Driving instructors can no longer legally book or manage tests for pupils
  • Learners must confirm their identity and agree to new booking terms
  • Learners are encouraged to use their instructor’s ADI reference number when booking

This means that if you are learning to drive with Revolution Driving School, your instructor can still advise and support you, but the actual booking must now be completed by you personally through the official GOV.UK system.

The “Two-Strike” Rule Explained

Another important change introduced earlier this year limits how many times a learner can amend their driving test booking.

Previously, tests could be changed up to six times. That has now been reduced to just two changes per booking.

Changes that count towards your limit include:

  • Changing the date or time
  • Changing the test centre
  • Swapping your test with another learner

If you need to make more than two changes, you will have to cancel your test completely and book a new one.

For learners, this makes it more important than ever to only book a test when you are genuinely close to test standard.

Why Is The DVSA Making These Changes?

The DVSA says the new rules are aimed at reducing abuse of the booking system and improving fairness for learner drivers.

Over recent years, many test slots have been taken by third-party booking services and automated bots, with some appointments later being resold at inflated prices. At the same time, driving test waiting lists have grown significantly in many areas across the UK.

By requiring learners to manage their own bookings, the DVSA hopes to:

  • Reduce test slot reselling
  • Prevent automated bulk bookings
  • Encourage learners to book only when ready
  • Improve availability for genuine candidates

Another Change Coming Soon

There is one more important update arriving on 9 June 2026.

From that date, learners will only be able to move their test to one of the three nearest test centres to their original booking location.

This is intended to stop people booking tests in quieter areas simply to secure an earlier appointment before moving the booking elsewhere.
